Instructions for adding a test reader to a D2L test when using LockDown Browser can be found at  https://www.eiu.edu/d2lsolutions/htd2l_quizzes_screenreader.php

If you are not using LockDown Browser, Just follow the instructions under step 1 to put the Natural Readers link in the footer. You can skip step 2 since you are not using LockDown Browser.
