Subject: POSITIVE TIME REPORTING TO BEGIN IMPLEMENTATION SUMMER, 2010
The State Officials and Employees Ethics Act, 5 ILCS 430/1-1 et seq. (the "Act"), requires state employees to submit timesheets that document the time spent each day on official state business.
Eastern Illinois University has been found to be in noncompliance with this law by our external auditors. The auditors concluded that EIU was not in compliance with the Act because exempt employees were not required to submit timesheets.
As a result, EIU will implement a positive time reporting system for all employees. Positive time reporting for different groups of employees will be implemented in phases, with all employees eventually using some form of positive time reporting by this fall. We have piloted a positive time reporting process, using Banner, in the Business Office. The first phase of implementation will begin within the next month. The wider implementation has a target completion date of the end of September 2010.
The Payroll Office will be responsible for the implementation process, the distribution of information and documents regarding the process, and training.
