Civil Service & Extra Help

Public universities in the State of Illinois are required to classify professional (non-academic), technical, and support staff according to established civil service categories. All staff jobs, except those determined by the Civil Service Merit Board to be administrative/professional in nature, are classified as civil service. To be considered for Civil Service Positions you must complete and submit an application and pass an examination.

Temporary extra help are civil service employees hired on a temporary basis to handle emergent excess workloads within a department. These employees may work up to a total of 900 hours. At that time, the employee must be terminated for at least 30 days before they can be rehired in another extra help position.

Civil service openings are sometimes advertised online; however, you should test for any EIU civil service classification in which you are interested before a vacancy occurs. Read about the hiring process to learn how the hiring system works for Civil Service.

Assistant Director of Business and Retail Operations

Assistant Director of Business and Retail Operations

The Assistant Director of Business and Retail Operations oversees the departmental financial processes for the MLK Union and Textbook Rental Service while directly supervising the EIU Bookstore and Union Ticket Office operations. Reporting to the Director of the MLK Union/Textbook Rental Service, the Assistant Director of Business and Retail Operations serves on the MLK Union leadership team and supports the business needs of all MLK Union operational areas.

Description of Primary Responsibilities:

1. Oversee the EIU Bookstore and Union Ticket Office operations. Provide financial and operational support for Textbook Rental Service.

2. Directly supervise the MLK Union Business Manager and EIU Bookstore Manager.

3. Assist in budget development and financial strategic planning initiatives for the MLK Union and Textbook Rental Service.

4. Monitor the financial status of all businesses in the MLK Union and Textbook Rental Service operation and assist with fiscal responsibilities to support each area.

5. Collaborate with EIU Business Office entities and Procurement Office to ensure institutional finance policies and procedures are followed.

6. Research and develop additional revenue sources for the MLK Union.

7. Oversee Point-of-Sale (POS) technology/cash registers in each operational area and create inventory and financial reports for operational areas.

8. Provide operational support to Textbook Rental Service and Campus Scheduling Office/Union facility operations.

9. Support off-site and campus events for the EIU Bookstore, Union Liquor Services, and Campus Scheduling Office on a rotational basis.

10. Due to the scope of work, regular night and weekend hours are required.

Minimum Acceptable Qualifications:

1. Bachelor’s degree.

2. A total of one (1) year (12 months) in education, training and/or work experience in the area of specialization inherent to the position.

(Note: Master’s Degree in an area consistent with the duties of the position may be substituted for one (1) year of work experience.)

3. Based on position requirements, additional education, training, and/or work experience in the area of specialization inherent to the position, may be required.

Salary: $4,500-5,500/Month

Assistant Director of University Student Center

Assistant Director of University Student Center

The Assistant Director Building Services serves on the departmental leadership team and provides leadership and supervision of the MLK Union’s primary service areas: Panther Print & Copy Center, and Union Bowling Alley. The Assistant Director reports to the Associate Director of Campus Scheduling and works closely with all areas in the MLK Union to promote and execute the department’s mission and goals.

Description of Primary Responsibilities:

1. Oversee the operations and directly supervise managers of the Panther Print & Copy Center, and Union Bowling Alley.

2. Assist the Campus Scheduling Office with event planning and execution of events.

3. Troubleshoot audio/visual equipment in meeting rooms and provide customer support while assisting with the daily operations of the MLK Union.

4. Develop and execute an annual student-employee training program for Union operational area student employees.

5. Recommend upgrades needed to furniture, fixtures, and equipment in all Union service areas and public spaces of the MLK Union.

6. Assist the Associate Director of Campus Scheduling with various administrative functions such as departmental inventory, high-profile event planning, Building Service Worker (BSW) project planning, and student employee supervision/training.

7. Oversee departmental assessment and research initiatives while conducting outreach for best practices.

8. Provide on-site assistance for Union Liquor services on a rotational basis.

9. Due to the scope of work, regular night and weekend hours are required.

Minimum Acceptable Qualifications:

1. Bachelor's Degree (120 hours) leading to a major in student personnel, business administration, or a closely related field.

2. Two (2) years (24 months) of experience in the management of a university/college student union/center or college/university conference unit*. *Note: A Master's Degree or higher in student personnel, business administration, or a closely related field may be substituted for one year of experience.

Eastern Illinois University is seeking candidates for a full-time Civil service position of Budget Analyst in the Budget Office. Responsibilities of this position include:

•         Assists in developing, preparing, examining, and/or reconciling budget proposals, projections, and/or reports.

•         Reviews, reconciles, and processes budget transactions in conformance with applicable laws, regulations, or institutional policies.

•         Updates and maintains budget information within the University’s financial management system.

•         Provide technical assistance in the preparation and execution of budgets across campus.

•         Compiles and analyses data; develops summaries or visual aids of financial information for reporting purposes.

•         Monitors, research, and/or distributes information regarding departmental budgets.

•         Assist the Senior Budget Analyst and performs tasks in their absence.

Qualifications:

1.       High School diploma or equivalent.

2.       Any one or combination totaling three (3) years (36 months) from the categories below:

a.       Course work in accounting, business administration, finance, statistics, or a closely related field, as measured by the following conversion table or its proportional equivalent:

• 30 semester hours equals one (1) year (12 months)

• Associate’s Degree (60 semester hours) equals eighteen months (18 months)

• 90 semester hours equals two (2) years (24 months)

• Bachelor’s Degree (120 semester hours) equals three (3) years (36 months)

b.       Work experience in budgeting, financial management, or closely related experience.

This position also requires strong interpersonal, written, and verbal communication skills, as well as ability to maintain confidentiality, prioritize, meet deadlines and balance multiple projects simultaneously. Also, strong organizational, time management skills and attention to detail are a must. Proficiency in Microsoft Office required. Working knowledge/experience with Crystal Reports, Argos, and Banner is preferred.

Facilities Operations Specialist

Eastern Illinois University is seeking candidates for a full-time Civil Service position of Facilities Operations Specialist in Facilities Planning and Management (FPM).  This position will be the initial point of contact for campus customers and other individuals requesting services.  Responsibilities include:

  • Managing maintenance service requests, inquiries, complaints, special event setups, requests for remodel or new construction, reports of damage, and emergency situations.
  • Assist other office personnel with issues related to payroll and timecards.
  • Provide administrative support for duties related to the operations of FPM.

Maintenance Equipment Operator

MLK Union Business Manager

MLK Union Business Manager

Eastern Illinois University’s is seeking qualified applicants for the position of Business Manager.  This position supports the business operation of the MLK University Union.

Description of Primary Responsibilities:

1. Oversee the daily operation of the MLK Union Ticket Office, including student staff supervision, and reconciling the daily cash needs for the businesses in the MLK Union.

2. Provide services offered by the Union Ticket Office including bus service transportation, balloon bouquets, cake ordering, and student care packages, and research additional services to offer.

3. Generate financial reports and monitor the fiscal performance for all business operations located in the MLK Union.

4. Manage business correspondences and contracts between MLK Union and off-campus vendors. Process Request for Payment (RFP) and invoices for Union businesses. Serve as liaison between the MLK Union and the EUI Business office.

5. Assist the MLK Union staff with purchasing, accounts payable, and accounting needs. Assist with various departmental administrative functions such as bi-weekly/monthly payroll, new hire paperwork, monthly/yearly inventory upkeep, and annual key special events hosted by the MLK Union

6. Maintain departmental record retention schedules consistent with institutional and state procedures.

7. Collaborate with the Procurement Office to approve P-Card purchases and create requisitions/purchase orders for all business operations in the MLK Union.

8. Adhere to all Internal Governing Policies (IGP’s) related to financial policies/procedures, as well as state finance policies.

 Minimum Acceptable Qualifications:

A. bachelor’s degree in accountancy, business administration, management, or a closely related field.

B. Three (3) years (36 months) of work experience in accounting, business administration, fiscal management, or closely related experience.

C. Police Officer: Lateral Transfer

The State University Civil Service System for Illinois now allows Eastern Illinois University to maintain a lateral transfer list for Police Officer positions.  Interested law enforcement officers will be required to submit an application to be considered for this list.  Applicants must be employed as a law enforcement officer from outside of our State Universities and employed at either a municipal law enforcement agency, a county sheriff’s office, Illinois State Police, or a similar municipal public safety department.

Substitute Shuttle Drivers

Eastern Illinois University is seeking candidates for the position of Assistant Athletic Director for Compliance. This position reports to the Director of Athletics and serves as a member of the Athletic Senior Leadership Staff. This position provides leadership to the compliance unit relative to education, monitoring, enforcement and maintenance of a culture of departmental NCAA compliance. They administer the department's compliance program and recommends appropriate actions to ensure that compliance throughout the department is consistent with NCAA regulations. Assigns, directs and effectively supervises a professional staff and maintains a thorough knowledge of NCAA rules compliance.

Expectations of the Assistant Athletic Director for Compliance:

  • Maintain student-athlete records in compliance with state and federal laws
  • Serves as liaison between coaches and university admissions and financial aid offices as well as the eligibility coordinator
  • Provide rules interpretations for the institution by serving as the main contact with the NCAA and conference offices
  • Educate student-athletes on NCAA and conference rules and regulations that are tied to their athletic, and, by association, their educational pursuits
  • Provide NCAA rules education to all staff members
  • Instruct all staff members on applicable changes or potential changes to NCAA rules
  • Research NCAA rules, regulations and areas of risk for the university
  • Compile and record eligibility and squad lists
  • Maintain scholarship records and verify that all awards are compliant with applicable limits;
  • Oversee prospective student-athlete recruiting activities
  • Initiate investigations and self-report violations to the NCAA
  • Coordinate NCAA & OVC waivers
  • Oversee student-athlete notification of transfer
  • Coordinate submission of annual EIU, OVC and NCAA reports
  • Ensure academic and amateurism certification for practice, financial aid, and competition
  • Serve as ex-officio athletic department representative on the Intercollegiate Athletic Board
  • Collaborate with support units to ensure student-athlete health, safety, and well-being
  • Serve as a role model of professionalism for colleagues and students by representing their office, the Department, and the University with class
  • Commit to ongoing professional development and lifelong learning
  • Coordinate with Academic Services and the Registrar to maintain student-athlete eligibility
  • Perform other duties as assigned by the Director of Athletics

Minimum Requirements

Bachelor's degree in related field. Minimum 3 years' experience in NCAA Division I Athletic Compliance setting at an institutional, conference, or national associate level. A thorough understanding of the rules and regulations of the NCAA and OVC. Experience multitasking and working effectively with student- athletes, coaches, and staff regarding compliance issues. Experience with CAi database; Excellent organizational, interpersonal, written and oral communication skills. Demonstrated commitment to diversity and experience in promoting inclusive excellence. Availability to address issues on nights and weekends. Working knowledge of Microsoft Word, Excel, and Teams.

Preferred Education/Skills

Master's degree; working knowledge of JumpForward and Banner; experience with financial aid.

Eastern Illinois University, School of Business invites applicants for a full-time, 9-month tenure- track faculty position in accounting at the rank of Assistant Professor. The successful candidate will be qualified to teach undergraduate and graduate courses including auditing and a secondary area such as data analytics and emerging technologies. In addition to teaching, in F2F, online and hybrid formats, the candidate will be expected to conduct research and publish in peer-reviewed journals and participate in service activities at the school and university levels. The position begins in fall 2025.

Candidates with PhD or DBA from an AACSB-accredited accounting program are preferred, although ABDs close to completion will be considered. Established or potential record for research in peer-reviewed journals and evidence of strong instructional effectiveness are essential, as are strong communications and interpersonal skills. Experience with teaching online, business experience, and professional certification are desirable. Demonstrated commitment to diversity and experience with promoting inclusive excellence is required.
